Access Code registration error: "No error or exception details available."

I keep getting the below error message when I try to register an access code.  How can I resolve this issue?

Solution: Please clear your Internet browser's cache and try to register the access code again. Click Here for instructions on how to clear your Internet browser's cache.

If the issue is still not resolved after clearing your browser's cache, please try another Internet browser (Mozilla Firefox, Internet Explorer 7 or higher, or Safari).
